The captain of a tour boat that sank killing 17 people had told passengers not to bother putting on life jackets, a survivor has claimed. nine members of a tia coleman’s family were among those. A survivor who lost nine family members in the accident told a local tv station that the captain told passengers not to put on life jackets. the tour boat company president said the boats had life. Duck boats, which travel on land and water, are required to carry life jackets but passengers are not required to wear them after an investigation into a 1999 tragedy, when seven victims were.
